Mark Taylor on the CAP Board of Directors

Mark Taylor has been working in the field of water utility planning/design and water policy throughout Arizona for more than 35 years. He is Senior Vice President and a founding principal of WestLand Resources, a successful Arizona-based engineering and environmental consulting firm established in 1997, with offices in Tucson, Phoenix and Flagstaff.

His responsibilities to municipal, governmental, tribal, local communities, mining and private development include:

  • Marketing and development of water and wastewater master planning

  • Water resources and water policy

  • Major infrastructure development and design

  • Water and wastewater treatment

  • Power & energy efficiency analysis

Mark obtained a BS in Civil Engineering, University of Arizona (1981); and a MBA, University of Arizona (1983).

Mark is a Registered Civil Engineer in Arizona (since 1989). Also a registered Professional Engineer in California, Nevada, and New Mexico.

Mark is a member of the UA Department of Civil and Mechanical Engineering Alumni Industry Council, which supports departmental funding and develops policy

Mark has been committed to serving Pima County and dedicated to safe and reliable water supply as:

  • CAWCD Board Member - CAP Board of Directors since 2016. Currently serves as Vice Chair of Finance Audit and Power Committee and Executive Committee.

  • City Manager’s appointee on the Tucson Water Citizens’ Water Advisory Committee (CWAC) since 2009 Vice Chairman and Finance and TPP subcommittee.

  • Pima County Regional Wastewater Reclamation    
    Advisory Committee (RWRAC) since 2012. Serves on Finance and CIP Subcommittee.

  • Citizen Forum Board Member of the US International Boundary and Water Commission.

Mark continually serves as an International Volunteer for Water for People, “ World Water Corps”, a nonprofit organization with the objective of providing safe drinking water to economically-challenged communities. He has participated in and led projects throughout the world, including seven larger projects in South and Central America and Africa. Fluent in Spanish, he mainly works on projects in Bolivia, Honduras and Guatemala.

Mark is very active in Military Affairs: Having served as a Honorary Commander of the 43rd Electronic Combat Squadron, he is an active member of DM50, a supporter of Davis-Monthan’s Mission Strong, and member of the Military Affairs Committee of the Tucson Chamber of Commerce.

Mark has been married to his wife Lori for 32 years and has two sons, Ben and Jack.

Ben Taylor is an officer and Naval Aviator currently stationed in Atsugi Japan. Ben flies the MH-60R Seahawk Maritime Strike Helicopter and is a Lieutenant and an Aircraft Commander. He and his wife Chelsea are now proud parents of Emery Jane Taylor.

Jack Taylor is a graduate of Embry-Riddle Aeronautical University in Daytona Beach where he earned his degree in Aerospace Engineering. He is currently obtaining his MBA at UofA and also works as a drone pilot and geospatial technician.

Mark enjoys spending his weekends hiking around the beautiful Mt. Lemmon with his wife and their family dog Pippi.
